Bio

Ashley Terrill is the Acting State Compliant Officer for the MassHire Department of Career Services (MDCS), where she leverages over a decade of public service experience to ensure excellence in the state’s workforce development career center operations.  Prior to her current appointment, she served as the American Rescue Plan (ARP) Program Manager. In this role, she concurrently managed two of the agency’s most impactful recent initiatives: the FutureSkills campaign, overseeing $7M in ARP funding to support UpSkilling Navigators statewide, and the $6.5M Workforce Skills Fund pilot.  A recognized leader in workforce development, Ashley brings deep expertise in WIOA compliance and strategic planning. She previously spent over seven years on the South Shore Business Engagement Team and was a recipient of the 2021 Manuel Carballo Governor’s Award for Excellence in Public Service for her contributions to the Road to Re-employment Taskforce.  Ashley holds a Master’s degree in Public Policy from UMass Dartmouth and a Bachelor’s degree in Human Services from Springfield College. Outside of her professional work, she is a dedicated community leader in Plymouth, MA, serving on the boards of Plymouth Youth Baseball and the Plymouth North Vikings Football organization, as well as a committee member for Boy Scouts Troop 64.
